Indonesia Halal Certification Extension to October 2028

REGULATORY CIRCULAR  |  October 17, 2026

The American Halal Foundation (AHF) wishes to inform stakeholders that the Government of Indonesia announced on October 16, 2026 an extension of the mandatory halal certification timeline for specified product and service categories previously scheduled for October 2026.

For affected categories, the transition period will run through October 17, 2028, with mandatory implementation beginning October 18, 2028, as outlined in the government announcement.

Categories not covered by the announcement

  • Imported food, beverages, slaughter products, and slaughtering services.
  • Food, beverages, slaughter products, and slaughtering services supplied by Indonesian micro and small businesses; and related food, beverage, and slaughter-product services other than slaughtering services, as specified in the announcement.

Regulatory implementation

The government also announced that implementing rules will be aligned with the changes to Government Regulation No. 42 of 2024 and that BPJPH Regulation No. 4 of 2026 concerning conformity assurance for imported halal products will be repealed. Further implementation details remain subject to the official regulations. The extension applies to the specified categories; other timelines continue according to their applicable requirements.

Guidance for AHF clients and exporters

The AHF recommends using the additional time to complete ingredient and supplier reviews and coordinate applicable Indonesian registration requirements with importers.
